FADIMA is a unique organization of county level Instructional Materials administrators in the state of Florida and associates who represent publishing or other support industries. FADIMA holds an annual conference for all members in the fall of each year, and county level administrators meet in the spring to prepare a Cost Analysis to assist those responsible for funding instructional materials in making informed financial decisions.
Instructional Materials are defined by Florida statute as “…student or site licenses or sets of materials that are available in bound, unbound, kit or package form…”
This includes… “hardbacked or softbacked textbooks, electronic content, consumables, learning laboratories, manipulatives, electronic media, and computer courseware or software that serve as the basis for instruction for each student…”
In 2010, a FADIMA Digital Task Force drafted a Digital Position Paper, Thinking Outside the Textbook. Below are the core beliefs representative of the committee as Florida moves toward fulfilling a vision for providing the appropriate digital instructional materials, tools, and methods for delivering and creating high level learning opportunities.
  • Integrating technology in teaching and learning activities makes curriculum engaging and relevant.
  • Technology facilitates differentiated learning to support the individual needs, learning styles and multiple intelligences of students.
  • All students and teachers should have equitable access to digital tools, devices, and resources as part of their learning and teaching process.
  • Employing innovative and emerging technologies and digital instructional materials within the teaching/learning process is critical for preparing today’s learners for our global society.
  • No matter how sophisticated the tools we put in classrooms, the instructional content/curriculum is most important and must be designed in ways that helps students develop critical thinking, problem solving, and effective communication skills in both core subjects and new, digital content and skills.

This year’s Cost Analysis reflects the impact of Reading and Math K‐5 instruction as a priority in Florida in alignment with the current adoption cycle. Legislative changes that require transition from the Next Generation Sunshine State Standards to Common Core State Standards, end‐of‐course (EOC) assessments, and the digital transition to instructional materials are also reflected, as well as a comprehensive analysis of the following:

  • An explanation of the reasoning involved in determining cost data for each grade.
  • The definition of terms used in the cost analysis.
  • An explanation of the ratios used in the cost analysis.
  • Figures that are consistent with the legislative intent passed in 2000 to provide every student with instructional materials in core subjects.
The FADIMA Board of Directors and members of the Association that participated in compiling this Cost Analysis are available to respond to any questions that you may have. Should you have any questions or require additional information, please do not hesitate to contact me at 904/529‐2612 or ajones@mail.clay.k12.fl.us.
